	RFC 3869 discusses two major IAB concerns. The first one is that ongoing research is needed to further the evolution of the Internet infrastructure. The second one is the need of consistent, sufficient and non-commercial funding to enable such research. 	Its principal thesis is that if commercial funding is the main source of funding for future Internet research, then future of the Internet infrastructure could be in trouble. The concern is not only about which projects will be funded. The funding source can also affect the content of the research: for example, towards or against open standards. It may also lead to varying degrees of care about the effect of the developed protocols on other Internet traffic.	La position principale de ce document est que si la source principale de financement de la recherche du futur Internet est commerciale, le futur de l'infrastructure de l'Internet est en péril. En plus de décide des projets qui seront engagés, la source de financement peut aussi affecter le contenu de la recherche, par exemple pour ou contre le développement de standards ouverts ou en se préoccupant plus ou moins de l'effet des protocoles développés sur les autres trafics de l'Internet.
	The NICSO represents and advises the non-commercial interests of Government agencies and users' organisations which directly cannot engage themselves, in international fora (ISO, IETF, ITU, WSIS, MINC, etc.) where standards or common understandings are agreed, often under the pressure of commercial interests or of others nations' strategies. These interests and strategies may oppose their policy for common good, compromise their national interests or be detrimental to the members of their national internet communities. in concerted international initiatives of common technical, societal, economical and political interest towards innovative research and sustainable development.	Le NICSO représente et conseille les intérêts non-commerciaux des agences gouvernementales et des organisations d'usagers qui ne peuvent s'engager directement elles-mêmes, dans les fora internationaux (ISO, IETF, ITU, WSIS, MINC, etc.) où les standards et les agréments sont acceptés, souvent sous la pression d'intérêts commerciaux ou des stratégies d'autres nations qui peuvent s'opposer à leur politique de bien commun, compromettre leurs intérêts nationaux ou être au détriment des membres de leurs communautés internet nationales. dans des initiatives internationales d'intérêt technique, societal, eonomique et politique commun pour une recherche innovante et un développement durable.
	Participation into this kind of efforts usually calls for a substantial personal investment and may be subject to harassment, most of the decisions resulting, one way or another, from consensus by exhaustion. This may prevent Governments and Non-Profit Organisations to fully defend their interests. A dialog with NICSO experts will permit them to build and defend a strong common interest position, which often rallies new supports. NICSO does not engage itself into the defense of a particular national or community interest, but in the defense of a common sense vision of its principle and of the stability of the network in the concerned area.	La participation à ce type d'efforts demande généralement un substantiel investissement personnel et peut être sujet à harassement, la plus part des décision résultant, à une degré ou un autre, d'un consensus par épuisement. Ceci peut empêcher des Gouvernements et des organisations à but non-lucratif de pleinement défendre leurs intérêts. Un dialogue avec les experts du NICSO peut leur permettre de construire et de défendre une solide position d'intérêt commun, s'appuyant sur une recherche et une expertise poussée, qui ralliera souvent de nouveaux soutiens.
